How long do entitlements take in San Diego? +
Ministerial projects can avoid the process entirely; discretionary projects commonly run 12–24 months, and coastal or contested projects longer. Strategy is largely about avoiding discretionary review where the law allows.
What is the difference between entitlement and permitting? +
Entitlement is approval of the project in concept — its use, density, and form. Permitting is approval of the construction documents. Entitlement comes first and carries more risk.
Can you take over a stalled entitlement? +
